A surge in suspicious new claims filed late last week will stall payments to first-time applicants to a federal unemployment program for gig workers and independent contractors.
The unexplained increase in claims for the Pandemic Unemployment Assistance (PUA) is believed to be part of an ongoing fraud scheme, Pennsylvania Labor and Industry Secretary Jerry Oleksiak said during a media update Monday.
The payout delay will not impact Pennsylvanians who are receiving payments through the other unemployment program programs. PUA beneficiaries with prior approved open claims also are not impacted.
On Thursday and Friday the number of new PUA claims filed in the state jumped to more than 20,000, four times higher than the average number of weekly new claims filed since the coronavirus pandemic began in the state.
Most of the new claims were from out-of-state, one of the hallmarks of the PUA fraud, which prompted officials to flag them for further investigation, Oleksiak said.
The department has met with its third-party vendor and authorities to develop stronger anti-fraud and identification verification methods, but there is no timeline for how long it will delay new claim payments, Oleksiak said.
“We will do it as quickly and effectively as possible,” he added. "We know the PUA program is a lifeline for many families, and we want these Pennsylvanians to be able to access support as quickly as possible during this time of hardship.”

Individuals who applied for PUA benefits for the first time on Thursday and Friday are affected by the delay, but officials have not ruled out double checking claims filed earlier in the week.
Unemployment officials suspect that criminals targeted the PUA program because it lacks safeguards that are in place for the state’s regular unemployment program.
PUA is the federally funded program created in response to the COVID-19 pandemic that pays unemployment benefits to individuals who otherwise don’t qualify for state benefits because they are self-employed.
Claimants self-certify that they are unemployed as a result of the ongoing coronavirus, but they do not go through the same checks to prove they are qualified as claimants in the traditional unemployment program, Oleksiak said.
The biggest difference in the federal and the state-run unemployment programs involves the back-dating of claims, which was done to speed up delivery of benefits, said Susan Dickinson, director of the Office of Unemployment Benefits Policy.
The federal government ordered states to backdate everyone to the last day they worked without first verifying the information, which increased the potential for fraud, Dickinson said.
Pennsylvania is among other states where scammers began filing PUA claims under stolen identities using personal information taken through previous data breaches that occurred outside of state government. The scam started shortly after the PUA program opened.
Pennsylvania and other states implemented security measures to help identify and prevent payout for fraudulent claims including shutting down the automatic backdating in the PUA system.
The security measures reduced the overall number of PUA claims filed, until last week, Oleksiak said.
Federal and state authorities last month charged 33 people, including eight inmates in Pennsylvania prisons and Allegheny County jail with COVID-19 benefit fraud.
Pennsylvania officials recently found the names of an additional 10,000 state prison inmates on Pennsylvania’s unemployment rolls, though it’s unclear whether those people were aware that jobless claims had been filed on their behalf. The fraud was uncovered by U.S. postal inspectors, who noticed a large volume of mail arriving at homes that are abandoned or being sold.
California authorities announced they have arrested 44 people in Beverly Hills so far this month who were allegedly attempting to intercept fraudulently obtained debit cards obtained by using stolen identities. Many of those arrested were from out-of-state.
Also Monday, Oleksiak said Pennsylvania has already paid $1.5 billion of the $2.8 billion it received in federal Lost Wage Assistance program. The federal government is expected soon to announced an end-date for claims to be filed.
The program funded with disaster relief money through the Federal Emergency Management Agency provided $300 a week additional in unemployment compensation to eligible beneficiaries.
The temporary program closed on Sept. 5, but beneficiaries may still be eligible for a lump sum payment of up to six weeks or $1,800.
Not all unemployed Pennsylvanians who qualify for an extra $300 a week through a recently ended federal program will get the money, the state’s Labor and Industry Secretary said on Monday.
It’s the reason why Secretary Jerry Oleksiak reiterated that individuals who may be eligible should apply and re-certify their status as soon as possible during a weekly press call Monday.
The department made close to $1.5 million in additional payments in the first round that was distributed on Monday. One claimant can collect up to $1,800 in additional payments.
Pennsylvania was approved for $2.8 billion through the federal Lost Wages Assistance program, which is expected to cover up to six weeks of retroactive extra cash payments, said Susan Dickinson, director of the Office of Unemployment Compensation Benefits Policy.
But once that money is gone there won't be any extra payments.

Sorry about the long post in advance. Hoping this will provide enough information to point out what we are missing/done wrong..
We want to create a table with text on the left on each row, and a disclosure indicator on the right. Style as inset grouped. Here's our prototype cell on the storyboard (which we will reuse in other storyboards):

We selected the table view cell from the storyboard and gave it an identifier called 'standardRowCell'. While having this cell selected still, under 'Identity Inspector' > 'Custom Class', we gave it a class called 'LogoutCell', which we had created using a new file.
In 'LogoutCell.swift" file, we created an outlet for the 'Row Content' label, and gave the name 'rowText':

2020.09.21 05:07 busta_thymes I'm really struggling with getting my second view to display the expected result. I've tried for days now and I'm not getting anywhere. Can someone please have a look at my code and tell me what I've done wrong? I'll try to segment between the three files.

Hi Everyone,
I'm studying from an Angela Yu iOS bootcamp video on classes and getting data between different views. I've setup my file to be very close to hers, but used my own names for objects and data in the hope of learning.
Right now I'm not getting the expected result of the returned data to display in the second controller.
I connected the two views with a segue. I then used that name in the ID inspector in the code for these two files.
I have tried everything I can, but I'm getting no where with it. There are no errors left, and the files build to success.
Can someone please help me out here? I'll put the three files below as code in three connecting comments for clarity.

Improve the trust between police and the communities that they serve by requiring constable body cameras to be carried and used in a proportionate way that advances law enforcement aims while also having regard to individual privacy and for connected purposes.
BE IT ENACTED by the Queen's most Excellent Majesty, by and with the advice and consent of the Lords, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:-
1. Interpretation
(1) In this Act a “body camera” is a device used to make a continuous audiovisual recording while worn overtly by a police constable.
(2) For the avoidance of doubt a body camera falls within the meaning of “surveillance camera technology” in the Protection of Freedoms Act 2012.
(3) A “victim of crime” has the same meaning as that given in the Victims Rights Act 2019.
(4) A “police constable” means—
  • (a) a member of a police force maintained under section 2 of the Police Act 1996,
  • (b) a member of the metropolitan police force,
  • (c) a member of the City of London police force or
  • (d) a special constable appointed under section 27 of the Police Act 1996.
2. Body Camera Standards
(1) A body camera must meet the inbuilt storage requirement; being able to store 16 8 hours of recording footage or more at the minimum resolution.
(2) A body camera must meet the pre-recording capability requirement; being able to record for 60 seconds prior to activation.
(3) A body camera must meet the battery runtime requirement; being able operate without recharging for 3 hours or more.
(4) A body camera must meet the frame rate requirement; being able to record at least 25fps.
(5) A body camera must meet the minimum resolution requirement; being able to record at 1024x768 pixels of resolution or better.
(6) A body camera must meet the illuminance requirement; being able to record a picture at a light intensity of 1lx.
(7) A body camera must meet the post-recording capability requirement; being able to record for 90 seconds after being disabled.
3. Exceptions and transitional arrangements pertaining to body camera standards
(1) Body cameras purchased prior to the commencement of this Act are exempt from the standards set in Section 2 of this Act for two years after such commencement, after which they must be immediately replaced with body cameras that do meet the standards set in Section 2 of this Act.
(1) Body cameras purchased prior to the commencement of this act are exempt from the provisions of section 2s body camera standards.
(2) Cameras that do not meet the body camera standards under section one must be replaced at a higher priority than other models.
(3) This section shall be spent 5 years after Royal Assent.
4. The body camera fund & institute
(1) The Body Camera Institute, herein referred to as the institute is established.
(2) The Body Camera Fund, herein referred to as the fund is established.
(3) The secretary of state may appoint members to sit on the institutes board whom it appears have relevant experience and having regard to the need to have a wide range of perspective and backgrounds represented on the board.
(4) The secretary of state may pay remuneration and expenses to members and expenses to the institutes board of an amount they deem appropriate.
(5) The secretary may provide money to the fund for use by the board.
(6) The purposes of the institute are to—
  • (a) generally manage the fund,
  • (b) provide grants to police forces within England and Wales to purchase body cameras that meet the section 1 standards;
  • (c) coordinate best practices in the use of body cameras with police forces within England and Wales;
  • (d) raise awareness about the public about their rights as—
  • (i) victims of crime;
  • (ii) members of the public;
With respect to body cameras;
  • (e) support academic research or pilot programs within police areas into innovations and data gathering in the area of body cameras;
  • (f) make recommendations to the Secretary of State about the code of practice for surveillance camera systems in respect of body cameras or statutory instruments to be made under this act;
  • (g) report annually to the Secretary of State about the proportionality of body camera use as a surveillance system.
(7) In this section the term “relevant experience” means experience in any of the following areas—
  • (a) judicial experience in areas of privacy law and police powers,
  • (b) policing;
  • (c) the handling of complaints into the use of police powers;
  • (d) the promotion of the right to privacy; or
  • (e) the promotion of welfare of victims of crime; or
  • (f) statistics.
5. Use of body cameras by police constables
(1) Police constables in uniform and on active duty must be equipped with a clearly visible working body camera.
(2) Police constables have a duty to turn on their body camera whenever they—
(3) The constable has a duty to as soon as is practicable in the circumstances of the case inform recorded persons that they are recording if the person—
  • (a) has a reasonable expectation of privacy; or
  • (b) that person is subject to any police powers;
and proof of the constable complying with the duty must be discernible in the recording.
(4) The constable has a duty to turn off a camera, if after informing a witness or victim of crime that they are being recorded, the person did not consent to be recorded.
(5) The constable is exempt from the provision of subsection (2)(a) in respect to any conversation with confidential informants.
(6) The constable is exempt from the provision of subsection (4) and (5) where the constable has, or forms a reasonable suspicion that in the process of the interview that a victim of crime, witness of crime, or confidential informant has committed or is in the process of committing a crime.
(7) If the constable forms a reasonable suspicion under subsection (7) the constable has a duty to if practicable resume the recording.
6. Right of Victims of crime to security
(1) In section 3 of the Victims Rights Act 2019 after (6)(b) insert—
(c) ensuring where that recording of victims of crime are published that the recordings are altered to anonymise the victim, unless such alteration would be antithetical to justice.
(2) Police authorities have a duty to alter before publication or dissemination, any recording of a victim of crime to provide them with anonymity if requested to do so by the victim of crime and such an alteration would not be antithetical to justice.
(3) Original unaltered copies should be retained in all cases and stored securely.
(4) Failure to meet duties under this section may incur civil liability.
7. Retention of recordings
(1) Recordings made using a body camera, having been made may be retained on a central server operated by the police authority or a combination of police authorities for a period of 60 days.
(2) If a recording is to be kept for a greater period than provided for in (1) or it’s previous retention period under this section has expired then, the purpose for retention for a further period of time no greater than 1 year must be assured by a police constable of at least the rank of Chief Inspector to be kept for the reason that it—
  • (a) is a recording subject to a complaint;
  • (b) is a recording of a constable using force;
  • (c) is a recording of an arrest;
  • (d) is recording has been requested to be retained by;
  • (i) a court;
  • (ii) a defendant or person acting on behalf of;
  • (iii) a prosecutor; or
  • (iv) is a recording that a police constable of at least the rank of Chief Inspector believes should be retained because it has evidentiary usefulness.
  • (e) is a recording of an act which the constable reasonably believes constitutes an offence under the Law Reform (Murder and Non-Fatals) Act 2019;
  • (f) there is an ongoing request to access the recording under section 7 of the Data Protection Act 1998.
(3) Any public authority holding a specific recording must not allow access to the specific recording for the purpose of deletion or alteration or the exercise of power to make decisions about retention, to any constable who themselves made that specific recording, regardless of rank.
(4) Any public authority holding recordings must have a policy to prevent unauthorised access.
(5) Any public authority making recordings must have a policy on the use of surveillance cameras generally.
(6) Any public authority making or holding recordings must have a published contact point for complaints and access to held information.
(7) Any access to recordings must also comply with the provisions of the Data Protection Act 1998.
(8) Failure to comply with this section may constitute liability for breach of privacy.
8. Use of retained recordings
(1) Recordings may be retrained for training purposes where privacy protections are achieved by the blurring of facial features.
(2) Adequate blurring of a video to the extent that an individual is no longer identifiable provides an exemption from subsections (5) or (6).
(3) No retained recording of an identified person not sentenced for an offence may be processed for any unlisted law enforcement purpose than
(4) No recording of an unidentified person who a Constable does not reasonably believe to have committed an offence may be processed for any unlisted law enforcement purpose.
(5) Where a recording previously retained for a legitimate purpose is deleted at a future juncture because it no longer meets the burden imposed by the legitimate purpose, all processed data extracted from the recording must also be deleted, including but not limited to images in facial recognition databases.
(6) Where an individual's conviction of an offence is overturned, all processed data must also be deleted, including but not limited to images in facial recognition databases.
9. Listed law enforcement purposes
A listed law enforcement purpose comprises;
  • (a) use as a training aid providing privacy is protected;
  • (b) use in the investigation of a complaint into a police Constable; and
  • (c) supply of a recording to the person of whom it was made where required and compliant with the Data Protection Act 1998.
  • (d) supply of a recording to one of the following persons or bodies for the purposes of justice;
  • (i) a court;
  • (ii) a defendant or person acting on behalf of; or
  • (iii) a prosecutor.
10. Offences
(1) A constable commits a level 1 offence if they record indiscriminately without having a reasonable belief that the recording is in compliance with a duty.
(2) A constable commits a level 1 offence if they record with or threaten to record with the body camera in circumstances where—
  • (a) they do not have a duty to record, and
  • (b) the recording—
  • (i) violates or would have violated a reasonable expectation of privacy, or
  • (ii) was intended to intimidate another person.
(3) A constable commits a level 1 offence if they repeatedly fail to comply with a duty under section 5(3) to inform about recording.
(4) A constable commits a level 1 offence if they fail to comply with a duty under section 5(4) in the absence of a reasonable suspicion under 5(6).
(5) A constable commits a level 2 offence if they intentionally fail to comply with a duty under section 5(2) or (7) or intentionally obstruct a recording.
(6) A constable commits a level 3 offence if they delete or alter a recording that has been cleared for retention or if they delete or alter a recording made by themselves or cause such an event to happen.
(7) A constable commits a level 3 offence if they tamper with the body camera to render it defective.
(8) It is a defence for a constable charged for failing to carry out a 5(3) or (6) that they were unable to make a recording because of poor equipment, a lack of equipment or defective equipment.
(9) A person or organization commits a level 1 offence if they deliberately access recordings without authorization and if they publish those recordings in social networks or mass media.
(10) A person, other than a constable, commits a level 2 offence if they tamper with the body camera to render it defective.
11. Sentencing
(1) A person guilty of a level 1 offence under this act is subject to a fine, or a court order rendering them unfit to serve as a police constable or both.
(2) A person guilty of a level 2 offence under this act is subject to a custodial sentence, a fine, a court order rendering them unfit to serve as a police constable, all three or some combination thereof.
(3) A person guilty of a level 3 offence under this act is subject to a custodial sentence, a fine, a mandatory court order rendering them unfit to serve as a police constable, all three or some combination thereof.
12. Court use and judicial directions
(1) The recordings made under this act may be used as evidence in any proceedings.
(2) In cases where recordings from body cameras are used, if a judge having formed a reasonable belief based upon the preponderance of evidence that a recording was intentionally—
  • (a) not captured,
  • (b) destroyed,
  • (c) altered, or
  • (d) obstructed in violation of this Act,
then the judge must instruct the jury to consider the violation in weighing the evidence, unless the crown provides a reasonable justification to the contrary.
13. Power to make statutory instruments
(1) Under this section the Secretary of State may make regulations for the use of body cameras by police constables or additional or more robust standards to be met by body cameras or policies by public authorities in respect to the use of body cameras and metadata, in addition to the provisions of this act.
(2) Such a statutory instrument would be subject to annulment in Parliament.
14. Consequential repeal
The Police Body Camera Act 2017 is repealed in full.
15. Commencement and transitional arrangements
(1) This Act apart from section 5(1) shall come fully into effect on the day it receives the Royal Assent.
(2) Section 5(1) shall come into effect 2 years after Royal Assent.
(3) Section 5 duties only apply to constables who are issued with body cameras until the commencement of 5(1).
16. Extent and short title
(1) This Act extends to England and Wales only.
(2) This Act may be cited as the Constable Worn Body Cameras Bill.

On September 8, 2020, about 1130 central daylight time, a Piper PA-28-181, N4166Z, was substantially damaged when it was involved in an accident near McMinnville, Tennessee. The pilot and two passengers were fatally injured. The airplane was operated as a Title 14 Code of Federal Regulations Part 91 personal flight.
The airplane was based at Lebanon Municipal Airport (M54), Lebanon, Tennessee. The pilot flew uneventfully from M54 to Warren County Memorial Airport (RNC), McMinnville, Tennessee. Review of security video at RNC revealed that the airplane landed on runway 23 about 1123. It then taxied back to the beginning of the runway for takeoff about 1128 and disappeared from camera view during initial climb about 1 minute later. A witness, who was walking in his backyard heard an airplane engine go silent, then heard the sound of an impact about 30 seconds later. During that time, he briefly saw the airplane through trees, but could not determine its attitude.
Examination of the accident site by Federal Aviation Administration inspectors and a representative from the airframe manufacturer revealed that the airplane came to rest upright in a field about 1,000 ft northwest of runway 23. All major components of the airplane were accounted for and remained intact. The engine was canted right and the left side of the empennage exhibited buckling. The cabin roof had been separated by first responders. Three lapbelts were cut by first responders, but their ends remained attached to the respective fuselage attach points.
Fuel remained in both wing fuel tanks and the fuel selector was found positioned to the right main fuel tank. Flight control continuity was confirmed from the cockpit to all flight control surfaces and the flaps were retracted. Measurement of the pitch trim jackscrew corresponded to a partial nose-down trim setting. Examination of the engine revealed that the No. 4 cylinder head was fractured circumferentially, exposing the top of the piston. The cylinder head was displaced horizontally from the crankcase such that the pushrods and pushrod tubes remained captured in the cylinder head, but were dislodged from the crankcase.
The engine was retained for further examination.

So you got yourself an XMG Gaming Laptop laptop, huh?

Congratulations! :-)
Follow this handy guide to go through your first steps and some commonly recurring questions. This guide is pretty long and might look frightening on first look, but please note:

+++ BREAKING: Fix "No Speaker" issue on XMG FUSION 15 +++

Windows Update has recently brought us a "No speakers, no sound" issue on XMG FUSION 15. Please read all about the solution in this post. This should only be a temporary condition and solved soon by pulling the incompatible driver from Windows Update. Update: incompatible driver has been pulled on May 19, 2020. New driver going to be rolled out shortly.

Now, moving on to the actual content of this thread:

I unboxed my XMG Laptop – what are my first steps?

1. If you purchased with Windows.
When building our laptops, we always make sure to install the latest firmware and drivers. If you purchased with Windows, all drivers will already be installed and you can pretty much start working. NVIDIA updates their driver pretty often, so they might already have a new driver out. Open up GeForce Experience, log into your account and see if the app offers any driver updates.
2. If you purchased without operating system.
Your SSD will be empty, but your firmware will be up to date. Even if you purchase without operating system, we will already have updated the latest BIOS and latest Thunderbolt firmware. Now it’s time to install Windows and install our drivers.
If you don’t have your own Windows install media at hand, you can get the latest official version from here. The drivers for your XMG Laptop will be on a USB thumb drive in your shipping box. If you want to make absolutely sure that you’re getting the latest drivers, download them each by each from our download portal. Both sources will include a PDF file that will guide you through each step. The only tricky step is the Audio driver, where you’ll have to do a specific install and reboot sequence. This is explained in detail in the PDF file.

++ Troubleshooting (all models) +++

The following items might apply to any XMG or SCHENKER model. In fact, they might also apply to laptops from other brands. Further down below, you'll find a section that is more specific to individual models.

My battery life is less than it should be / I have high Idle power consumption / my dGPU is not turning off.

Battery life and power consumption are closely interconnected. If your system consumes too much power – even in Idle – your battery life will suffer.
Preliminary: check your CPU usage, sorted by tasks
Your first look should be into Windows Task Manager, tab "Details" and then sort by "CPU" usage. You should know that your CPU has multiple cores and threads. For example, on i7-9750H (6 cores, 12 threads) if one single-thread task is running at 100%, it translates to "only" 8% CPU load in Task Manager (100 divided by 12 = 8.33). 8% might not look like much at first glance. But in reality it's one core that is running at maximum speed, taking almost as much power as if all cores would run at the same time. This is because the CPU would boost a single core to much higher speed than it would boost all cores together.
In other words: CPU usage values in Task Manager can be misleading, especially if some broken or badly programmed software is going rogue on a single thread. Do the math!
So, on a 6 core CPU, if you have any process in Task Manager constantly running at 8%, something is off. Please identify which task it is, and either end it right there it or uninstall the related software altogether.
Another way to check is to separate the Task Manager CPU activity graph into logical cores. Check these two screenshots:
In my example you can see one core in the middle was almost maxed out for a short amount of time. Thanks to the nature of Turbo Boost, this core would induce a boosted clock speed, leading to almost maxed-out power consumption and high temperatures. This is not always immediately visible because most programs would keep jumping from core to core, so you always see individual spikes to 100% on single core. You can try this yourself by using Prime95 and running it on only 1 thread.
All systems nominal? CPU is nice and idle? Check the dGPU status.
If you don't have any rogue tasks clogging up you CPU but your Idle power consumption is still off the charts, it might be because your NVIDIA GPU (dedicated GPU, dGPU) is not turning itself off.
Under the system of NVIDIA Optimus (MSHybrid), all common Windows apps are run on the Intel UHD Graphics (integrated GPU, iGPU) by default and the dedicated GPU (dGPU) should turn itself off when it is not needed. This removes the dGPU from the power source but it also saves power on the CPU side, because the CPU can turn off the PCI-Express x16 dGPU connection and thus achieve lower sleep states in each CPU cycle. This system can be disturbed in a number of ways, leading to higher power consumption which in turn leads to lower battey life.
1. Check which system monitoring tools you are running in the background
Some system monitoring software intentionally wakes up the dGPU. Keeping such software running in the background will inevitably lead to higher power consumption. We will keep a list of tools here which do and which do not keep the dGPU awake.

Please check if any of the programs on the right side of the table is running in the background on your machine. If they are, please remove them from Startup in the Task Manager.
Some of the programs on the left side of the table might wake up the dGPU once for a few seconds during initialization. But according to our testing, they won’t keep the dGPU awake during normal operation.
If you want to see, whether or not your dGPU is awake or not, the best bet is to use the “Sensors” function in HWiNFO64 and keep an eye on the GPU Temperature of your NVIDIA GeForce card. If the temperature reads 0°C, the dGPU is sleeping. With a right click on the Temperature value, you can even set up an alarm in form of a sound file, notification popup or logfile entry if the temperature reaches a value ≥ 1.
2. If external monitor is connected, dGPU will be awake.
Both HDMI and USB-C/DisplayPort/Thunderbolt are connected directly to the NVIDIA GeForce card. This dedicated connection gives the XMG FUSION 15 the power to drive very high resolutions, refresh rates and to support G-SYNC and FreeSync on external screens. The trade-off: the dGPU will always be awake as soon as an external monitor is connected. Rendering can still happen on the iGPU (Intel UHD Graphics) - but the dGPU will always be "awake" to deliver the pixels to the screen.
3. The choice of running apps on iGPU vs. dGPU has to be done in Windows Graphics settings now.
Microsoft is taking over the NVIDIA Optimus (MSHybrid) control from NVIDIA. On latest Windows builds and NVIDIA drivers, the NVIDIA driver now shoes a very small warning notification:

If you notice that certain apps wake up the dGPU, please see if you can assign them to the internal graphics in this new Windows setting dialogue. Please note that the aforementioned benchmark and system monitoring apps apps will override/ignore this setting anyway. But it should work fine for most if not all productivity apps and games.
4. Every app is running on dGPU as soon as external monitor is connected? No.
NVIDIA’s Control Center has a hidden function called “NVIDIA GPU Activity” which supposedly shows which app is being rendered on the dGPU. You can find it by enabling "Display GPU Activity Monitor Icon in Notification Area".
Unfortunately, this function is not accurate when using an external monitor. As soon as you have an external monitor connected, the notification window shows every newly launched app as if it’s being rendered on the dGPU, even though it is not. This has been confirmed by our NVIDIA contacts to be a general issue that affects all laptops with NVIDIA Optimus (MSHybrid) of every brand.
It does not look as if NVIDIA has any plans to resolve this issue. Therefor, the “NVIDIA GPU Activity” will continue to show inaccurate information and should rather not be used at all.
5. dGPU does not go back to sleep after disconnecting external screen while browser is open
If you launch your browser (Chrome, Firefox, Edge) while you are connected to an external screen, the browser’s hardware acceleration will use the dGPU. This happens despite the fact that you are forcing that app to run on Integrated Graphics. If the browser keeps running after you connect the external screen, it will keep the dGPU awake.
Even sending the laptop to Standby and waking it up again won’t change that fact. The dGPU will only go back to sleep after you close the specific app that triggered this behaviour.
This seems to affect every laptop with NVIDIA Optimus (MSHybrid) – not only XMG laptops.
We have filed a report with NVIDIA and we are awaiting their feedback.
Here is a short list of apps that are affected and not affected by this issue:

This might also affect other apps if they are secretly using the dGPU for Hardware Acceleration. But so far, the 3 major browsers are the only apps we have confirmed to trigger this behaviour.
According to what we heard, NVIDIA does not seem to have any plans to fix this issue on a fundamental basis.
Workaround #1: Restart your Browser
Close your browser and launch it again after disconnecting from the external screen.
Workaround #2: Disable Hardware Acceleration in Browser
You can find this in the Settings menu of your Browser.
Workaround #3: Disable and re-enable the dGPU instead of closing your Webbrowser

Written by Notebookcheck user ‘Stepon’ (source). You can open the script with Notepad to read the source code.
After disconnecting the external screen, run this Batch Script with Admin privileges. The script will disable and re-enable the dGPU in Device Manager. During that moment, your browser will drop the Hardware Acceleration from dGPU and go back to iGPU. Chrome will flicker for a fraction of a second. If you play any videos on your browser while running the script, you might have to restart playback by jumping to a different point in the video timeline.
With some programming skills can be further automated to always run in the background.
6. Same as above, but for most if not all apps that use a browser engine underneath.
The browser hardware acceleration issue applies to apps that are using a browser engine to create their GUI. If you launch such an app while you're connected to an external monitor, they will use the dGPU for hardware acceleration and won't let go of it until you either close the app or manually disable the dGPU. The most popular such apps are:
The most widespread framework for such apps is Electron, but it's not limited to that. For example, Spotify uses a different implementation, based on Chromium browser engine.
We are not aware of any way to disable hardware acceleration on these apps. Disabling hardware acceleration in your browser won't affect those apps. The only workarounds are:
As with other root causes in this section, this seems to apply to every laptop with NVIDIA Optimus. We have asked NVIDIA to comment in April 2020.
7. Outdated Killer Wi-Fi driver increasing power consumption.
We had a report where an outdated Killer Wi-Fi suite caused high background CPU load. If you are using a Rivet Networks Killer Wi-Fi module, please download and install the latest drivers here.
8. Missing NVIDIA USB-C and Audio drivers keep the dGPU awake?
We have a report from a user who made a custom install of NVIDIA drivers and unselected the NVIDIA USB-C and Audio drivers because he thought we won't need them. In this case, not having those drivers will cause the main driver to not shutdown the dGPU when searching for those two drivers. We were not able to reproduce it but we'll leave it in this guide for future reference. Solution: reinstall NVIDIA drivers and include every driver, even the optional ones.
9. Outdated Windows and firmware?
If you haven’t already, make sure you are running the latest Windows updates and the latest BIOS. Some major Windows milestones (also called “Redstone” updated) need to be triggered manually by opening Windows Updates, then “Checking for updates”. Under “Optional updates”, there might be a “Feature update” which you can initiate with “Download and install now” (screenshot).
10. Third party PCIe/NVMe SSD preventing CPU from sleeping?
We had recently a few reports on budget SSDs from smaller brands preventing the CPU from reaching C8 sleep states, severely cutting battery life. If you upgrades your SSD yourself with a model that is not listed in our online shop, please consider to swap it out, re-install Windows from scratch and try again. If you found your SSD to be the culprit, please share the product name with us.
11. Corsair iCue Software causes +10W power consumption?
We have seen this report from multiple users. This one was the first:
I spent a week trying to figure out why the processor on my Fusion 15 was consuming so much power when idle (around 10W!). My battery life was absolutely abysmal at about 2.5 hours on a full charge. I thought I had ruled out the iCue software because I closed the app completely, but it turns out only a complete uninstall will allow everything to return to normal so it must have been the mouse driver itself rather than the iCue software.

We haven't checked it ourselves but any kind of hardware-related 3rd party software could potentially cause power saving issues on any system.

My laptop randomly wakes up from Standby.

1. Firmware solution for Wake-up 3 hours after entering Sleep/Standby. (XMG FUSION 15 only)
There was an issue with the NVIDIA USB-C driver which caused the laptop to wake up exactly 3 hours after entering Standby. The laptop was trying to transition into Hibernate (Suspend to Disk) but failed to do so. This issue is resolved in BIOS 0062 and beyond.
2. Disable Wake timers (applies to any PC and Laptop)
Depending on your Windows configuration, there might be certain task schedules (including Windows Updates) which prompt the laptop to wake-up from Sleep or Hibernate. To check on these issues, please read this article. The most common solution is to disable the “Allow wake timers” option for both “plugged in” and “on-battery”. Please note: this setting depends on each power profile and your laptop has three of them: Silent, Balanced, Enthusiast. Please switch to each of these profiles and modify “Allow wake timer” in the Advanced settings in Windows power options for each one of these.
3. Check the Wake-up cause
There is a simple command that will tell you the reason why your laptop woke up for the last time. Usually this is something like "Power Button" or "Lid Opening", but in your case it might point to a different driver or Windows component. Find "Command Prompt" in Start Menu and type:
powercfg -lastwake 
This command does not need Admin right. Please copy it by marking the output text and pressing Enter. The marked text from the Command Prompt windows is now in your clipboard and can be pasted into a text file or message box. Alternatively you can take a picture and report back to us.

My laptop needs a long time to boot up.

Cold Boot and Wake-up from Hibernate should not take much more than 12 seconds between pressing the power button and seeing the login screen wallpaper. If your laptop takes much longer, please consider the following options.
1. Enable “Fast Boot”.
Enabling “Fast Boot” in BIOS is a requirement to use Microsoft’s “Hybrid Boot” technology which saves a lot of time on Cold Boot. Before shipping, we always enable “Fast Boot” in all XMG laptops – but it might get disabled by user operation. On some models, it might also get disabled during BIOS Reset. To make sure, you have “Fast Boot” enabled, follow these steps:
(the location of the "Fast Boot" option might be slightly, depending on your model)
2. Flash firmware again
You can clearly seperate the boot process between BIOS time and Windows time. Everything that happens before you see the XMG boot logo is BIOS time. On XMG FUSION 15, it usually takes about 7 seconds between pressing the power button and seeing the XMG boot logo for the first time. If this time period is much, much longer in your case, the root cause might be in hardware or firmware.
One potential solution was found in this post. This user already had a system with Thunderbolt Firmware NVM v56. But based on a hunch, he just tried to update the same firmware again and it instantly fixed his long BIOS time.
It makes kind of sense. VBIOS, Thunderbolt... those are large, complex and kind of external components that are initialized in the very early steps of the the BIOS. If anything is stalling there, you won't see the boot logo because the BIOS hasn't even attempted yet to start talking to the SSD.
Rule of thumb: if you have long BIOS time before you see the XMG logo, please consider to flash the BIOS and the Thunderbolt Firmware again.
Now, let's look at various Windows-based causes:
3. Clean up TEMP folders
Taken from this post.
Found out, during each boot Windows (namely it's ProfSvc service) takes everything you have in users/yourprofile folder and writes over those files. I suspect it's changing some meta data in the files. Probably edditing read/write premissions. But it goes one by one. And logon process waits for it to finish. As long as your computer is relatively clean, this operation takes a second or two. But when Visual Studio update "forgets" 160 000 files in your AppData/Temp folder, it results in 35 secs of profile loading during boot. All I needed was to empty the Temp folder and the bootups are back in normal!
You can either clean the Temp folders manually or use a software like CCleaner. Please beware, we would only recommend CCleaner to clean temp files, but don't clean the Windows Registry. It's usually safe to do but it can sometimes lead to false positive situations and side-effects.
4. Riot Games 'Vanguard' might block one of our drivers
If you have game titles from Riot Games installed, the software 'Vanguard' might be blocking the 'inpoutx64.sys' driver on some of our systems. This driver is related to the Control Center. We have heard of one single case where the presence of Vanguard lead to a significantly increased boot-time. In other cases however, it had no effect despite getting the 'Vanguard has blocked' message in Windows.
We will share this information with our ODM to see if our signed inpoutx64.sys/dll can be whitelisted. Meanwhile, please consider disabling or uninstalling Vanguard to see if it improves your boot time.
5. Consider a clean reinstall
It might be inconvenient, but if you have any boot times that are wildly longer than above reference data, please consider a clean Windows installation. 'Clean' means deleting the system partitions on your SSD in the first step of the installation procedure. Before you do this, you should backup all important data on external storage.
6. Other causes.
If your system still takes a long time to even display the XMG boot logo or to boot into the Login prompt, there might be another issue at hand. Please make sure to update your BIOS, load setup defaults, enable “Fast Boot” again and make sure that your Windows and drivers are up to date. Please also consider to follow the generic advice in this article.
There is currently no other known systematic issue that prevents our laptops from doing a fast boot or fast wake-up. If you cannot resolve the issue on your machine, please consider to backup your data and do a clean Windows re-install.

My microphone does not sound right

(I might be using Discord)
First, please make sure you increased the microphone gain to 100% and added the +20dB boost.
Now, some apps including Discord put additional processing on the microphone, including echo and noise cancellation. This can have a negative effect on microphone audio quality. Please see if you can disable all such options from your chat application and from the Realtek Control Panel.

I have random Bluescreens

Bluescreens can have a number of reasons. Sometimes, the error message or driver reference can already point at a root cause. If there are too many possible root causes, here are some generic tips.
How to use MemTest86 to test my RAM
Follow these steps:
PRO TIP: If you have MemTest86 errors, you can try to open your laptop and test both memory modules individually. Remove one module and run the test again. If the errors only show on one of the modules, try the same module again in the other (empty) RAM slot. If the module shown errors when run individually in both of the RAM slots, it might be indeed faulty.
If the RAM modules are actually not faulty, it can sometimes also help to just remove and replace (reseat) them. Sometimes, if they are not properly connected, they might also prompt random errors including iGPU graphics artifacts.

The following items apply only to XMG FUSION 15. Please check first if your issue is covered under the general section above. The latest BIOS and Control Center update can be found in this thread.

My speaker sound is underwhelming / I cannot get Soundblaster Connect running.

Sound Blaster Connect is an important app to improve the experience of the audio system. It can increase volume (SmartVol) and Bass of the speakers.
1. Reinstall Audio drivers in the proper sequence
Normally, when all pre-requisites are met, Soundblaster Connect should install automatically from Windows. You can then find it with a simple search for “Sound Blaster” in the Windows Start menu. If Sound Blaster Connect is no where to be found or if it only shows an empty screen, please follow the sequence precisely:
If you are connected to the Internet, the system will now automatically install "Sound Blaster Connect" from Microsoft Store. This might take a few minutes or more. When in doubt, reboot once more after the Soundblaster-Creative_Audio_Effects.

My touchpad sometimes does not react.

This is a very rare issue that we have encountered a few times. For some users we have fixed it by replacing the laptop. The root cause is not entirely clear yet but there have been a few successful workarounds.
Solution #1: Set Touchpad to “Most Sensitive”
Find the “Touchpad” settings in Windows Start menu and change the sensitivity setting to “Most Sensitive”. Please report via PM with your order number if this fixes the issue for you.
Solution #2: Reinstall BIOS and Control Center
We have reports from users who got rid of any Touchpad issues by reinstalling the BIOS and Control Center. Please get the appropriate downloads from our Download Portal.

My CPU shows high activity in idle while having devices connected to USB-C port.

We are currently tracking an issue where users have reported >10% CPU usage in Idle while having certain devices connected to the USB-C port.
Current Workaround: Disable Automatic Sleep on Thunderbolt controller
Device Manager > System devices > Thunderbolt Controller > Power Management > Disable "Allow the computer to turn off this device to save power"

I’m unable to turn off my keyboard backlight during boot.

Normally, if you disable the keyboard backlight in Control Center using the slider switch, it should also be disabled during Reboot, Cold Boot etc. We had one report of a rare issue where this settings was not applied to firmware anymore. If you encounter this issue, please click the “Restore” button in Control Center to reset all you Keyboard Backlight settings. Then, try again to disable the Keyboard Backlight and reboot.

My keyboard backlight is not turning on anymore.

We had a few reports of keyboard backlight not being able to turn on anymore. If you encounter this issue, please reset your BIOS settings.

I cannot access my BIOS Setup (F2) anymore.

This is another very rare issue that was only reported once so far. If you cannot access your BIOS Setup, you cannot do a BIOS Reset anymore.
Solution: Remove CMOS Jumper from Mainboard and Reboot
The mainboard of XMG FUSION 15 has a jumper to control the BIOS Reset. In order to reach this jumper, you will need to remove the bottom case of the laptop. This is as easy as removing the 10 screws on the bottom side and then simply lifting the bottom cover away from the laptop.
The jumper is located next to the WiFi module
If the jumper is removed, the laptop will show a special menu after on boot which will allow you to reset the BIOS Settings to Default.
After having done this Reset, please place the jumper again it it's original position, connecting pins "1" and "2" as seen in the "Top View" picture linked above.
Now, please see if you can now get back into BIOS Setup with the F2 key during boot.

My external USB mouse sometimes stops moving.

We have some reports from USB gaming mouse with ≥1000Hz polling rate that sometimes stop working when used together with USB hubs, both on USB-A and USB-C (Thunderbolt).
Please install the latest official drivers from your mouse vendor and see if you can reduce the polling rate to 500Hz to see if it makes any difference.

My system consumes about 1~2% battery in Standby/Sleep mode

This is normal and also affects both XMG FUSION and XMG NEO series with opto-mechanical keyboard. Reason: the keyboard consumes slightly over 1W even in standby, because it is still firing up the Infrared barriers for every individual switch. This is to make sure that the keyboard can wake the system from standby. This translates to a power consumption (witch charger, measured at wall socket) of up to 1.8W in Standby if the battery is already fully charged. Due to a hardware design constraint, the power of the keyboard switches cannot be turned off, unless the system is sent to Hibernate (S4) or Shutdown (S5).
Workaround: use Hibernate. By default, Standby automatically transitions into Hibernate after 180 minutes. You can shorten this timespan in the Advanced Power Options in Windows (Screenshot). You have to do this for each of the Performance Profiles that you use (Silent, Balanced, Enthusiast). Before that, you have to enable Hibernate in this menu.

I have issues with USB-C or Thunderbolt 3 adapters on XMG FUSION 15

It seems like the most serious issues have been ironed out with BIOS 0064 and Thunderbolt Firmware-Update NVM v56. HISTORY OF FLIGHT
On September 4, 2020, about 2055 central daylight time, a Cirrus SR22 airplane, N733CD, was destroyed when it was involved in an accident near Chester, Arkansas. The private pilot and three passengers sustained fatal injuries. The airplane was operated as a Title 14 Code of Federal Regulations Part 91 personal flight.
According to initial information, the accident pilot called his flight instructoairplane mechanic at the Muskogee-Davis Regional Airport (MKO), near Muskogee, Oklahoma, on September 4, 2020, about 1900, and advised the mechanic that he intended to fly to North Carolina. The mechanic advised the pilot to leave in the morning. Fueling records showed the accident airplane was refueled about 1949, with 36.41 gallons of 100 low lead aviation gasoline.
According to initial radar data, the airplane departed from MKO about 2027. The airplane flew eastward, had climbed up through 8,500 ft, and the pilot established radio communication with an air traffic controller. The pilot was asked by the controller where the flight was destined and the pilot said it was Pickens County Airport, near Pickens, South Carolina. The airplane was radar-identified, was issued depicted weather, and the controller suggested a 20 right turn for the weather. The airplane flew about 4 four miles on this heading and then reversed course. The flight was queried on its heading and the pilot replied that they were returning to MKO. The airplane was observed on a northwest heading by the controller who asked the pilot if he still intended to return to MKO, and advised the pilot that the airplane appeared to be on a heading of 340. The pilot replied that the airplane had been caught by the wind and he was correcting its course. However, the airplane turned northeast and began descending. The controller issued the flight a 20 left turn and no response was received in reference to that turn. The controller then advised the flight to turn left heading 270. The pilot acknowledged the 270 heading. The airplane continued to descend and turn right. The controller then advised that the flight appeared to be losing altitude rapidly and advised the pilot to level the airplane's wings, and fly southbound. The controller subsequently queried the flight multiple times, advised that radar contact was lost, and no response was received. An alert notice was issued, a search conducted, and the wreckage was found in wooded terrain on September 5, 2020.
PERSONNEL INFORMATION
The 31-year-old pilot reported that he had accumulated 11 hours of total flight time and 11 hours of flight in last six months before his last Federal Aviation Administration (FAA) examination for a third-class medical certificate dated November 29, 2017, issued with no limitations. The pilot was given a notice of disapproval after his initial attempt at a private pilot examination on October 27, 2019. The pilot's areas of deficiency were in preflight preparation, operation of systems, which included knowledge of constant speed propellers and knowledge of instruments associated with the pitot and vacuum systems. The pilot successfully passed the retesting for his private pilot certificate on November 3, 2019.
AIRCRAFT INFORMATION
According to its website, Cirrus Embark is a program designed exclusively for new owners of pre-owned Cirrus aircraft. The program includes complimentary training to address the specific needs of pilots and owners of pre-owned Cirrus aircraft. The program consists of a maximum of 3 full days of flight training. The pilot requested and was granted this training program on January 13, 2020. According to initial information, the pilot accumulated about 100 to 120 hours of total time at the time of his application. Direct owners or designated pilots of pre-owned Cirrus aircraft must enroll into Cirrus Embark within 30 days of aircraft delivery. Once enrolled into the program, the owner or designated pilot must complete the training within 60 days. According to Cirrus training records, the pilot completed all the flight training lessons. However, he did not complete all the online self-study lessons.
The accident airplane was a four-place, single engine, low-wing airplane. An FAA bill of sale document showed the airplane was sold to the accident pilot on January 4, 2020. According to copies of airplane logbook entries, an annual inspection was completed on June 2, 2020 and the airplane accumulated 2,053.8 hours of total time at the time of that inspection. The airplane was equipped with an ARNAV Systems, Inc ICDS (integrated cockpit display system) 2000 unit, which is a moving map multifunction display that also displays engine data.
The airplane was fitted with a Cirrus Airframe Parachute System (CAPS) advertised by the airplane manufacturer to recover the airplane and its occupants to the ground in the event of an in-flight emergency. The CAPS contains a parachute (within a deployment bag) located within a fiberglass CAPS enclosure compartment, a solid-propellant rocket contained within a launch tube to deploy the parachute, a pick-up collar assembly and attached Teflon-coated steel cable lanyard and incremental bridle, a rocket activation system that consisted of an activation T-handle, an activation cable, and a rocket igniter, and a harness assembly which attached the parachute to the fuselage.
WRECKAGE AND IMPACT INFORMATION
The airplane impacted wooded terrain about 22 miles north of the Fort Smith Regional Airport, Fort Smith, Arkansas. An FAA inspector examined and documented the wreckage site. A section of upper tree canopy exhibited signs consistent with blighting. The wreckage path exhibited a descending path, about 30 down, through the woods from the upper canopy to the engine and cabin impact site had a heading of about 220. The debris field, which started about the area of blighting and continued southwest beyond the cabin and engine impact area was consistent with this heading as well. Charring and discoloration consistent with a small ground fire was present on items in the impact area. The propeller was found separated from the engine, and a propeller blade was separated just outboard of its hub. The remaining two blades exhibited leading edge nicks and gouges. A portion of the CAPS parachute was strewn out in the debris field northeast of the impact area and the remainder of the CAPS parachute was observed in its deployment bag. The CAPS rocket was found in a ravine about 200 ft north of the impact site. Components of the wings, engine, empennage, and fuselage were identified at the accident site. The cockpit instrumentation was fragmented, and no useful information was able to be collected from them. However, non-volatile memory installed in the ICDS unit has been retained to see if it contains data in reference to the accident flight.
The airplane and engine were recovered and have been retained for further examination.

On September 1, 2020, at 1245 eastern daylight time, a Piper PA-24-250 airplane, N5939P, was destroyed when it was involved in an accident near Midland, Michigan. The pilot was seriously injured, and the pilot-rated passenger was fatally injured.. The airplane was operated as a Title 14 Code of Federal Regulations (FAR) Part 91 personal flight.
According to preliminary radar data, the airplane departed Home Acres Sky Ranch Airport (Y91), Lake City, Michigan, at 1125, and arrived at Jack Barstow Airport (IKW), Midland, Michigan, at 1205. The airplane was seen to make two touch-and-go landings, then it made a full stop landing and taxied to the self-serve fuel pump. Records showed the pilot refueled the airplane with 18 gallons of 100-LL aviation-grade gasoline. A witness inside the airport office said she observed the pilot fueling the left fuel tank. She did not see him refuel the right fuel tank.
Preliminary radar data indicated the airplane took off at 1237 and climbed to an altitude of 2,550 ft. It then began a right turn back towards IKW. According to a Federal Aviation Administration (FAA) inspector, the pilot reported he was returning to the airport due to an engine failure. Shortly thereafter, he reported he wasn't going to make it to the airport, and was making a forced landing in as field. The last radar contact with the airplane was at 12644:34 at an indicated altitude of 675 ft. According to the Midland County Sheriff's Office, the airplane struck a large grass-covered mound of dirt before coming to a rest.

I'm getting started on my Grafana journey, and struggling to get set up here. I was successful in installing Grafana from rpm package, and successful installing Prometheus from github clone. I also followed (https://github.com/prometheus/client_python) to add a client python process too.
So I have the following:
localhost - fedora 32 server Kernel 5.13
localhost:3000 - grafana v7.1.5
localhost:9090 - prometheus 2.21.0
localhost:8000 client_python as cloned from github with no changes.
I have added the client_python address and port to the prometheus.yml as described in the github readme. I started the python script and sent it to background; I am able to curl the script on :8000 and get the python metrics data. I am able to see the client in status -> targets on :9090 with status UP. I'm able to successfully query the data on :9090 in the Graph page - the python shows up in the drop-down menu. I execute a sample query (python_info) and the data gets displayed. So I'm pretty sure client <-> prometheus communication is working properly.
I go to my grafana process on :3000 and add the prometheus data source as described in the instructions. I am successful in adding the data source; I get the green popup indicating a successful connection. I create a dashboard, and add a panel to it, and I'm able to get the built- in prometheus metrics with no issue (for example, scrape_duration_seconds), so I'm pretty sure I have grafana <-> prometheus set up correctly.
However, when it comes time to visualize the client_python data, I keep getting the "No Data" display in the panel. Query Inspector is showing a 200 OK and that the API is returning an empty payload - I see the following:
data:Object resultType:"matrix" result:Array[0]
None of the client_python metrics are available in grafana. However, in prometheus' query and graph engine, I'm able to generate graphs based on that same data. I copy the query vebatim from :9090 to :3000 but no dice. I'm happy to provide logs or screenshots or config; please help!

To
Improve the trust between police and the communities that they serve by requiring constable body cameras to be carried and used in a proportionate way that advances law enforcement aims while also having regard to individual privacy and for connected purposes.
BE IT ENACTED by the Queen's most Excellent Majesty, by and with the advice and consent of the Lords, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:-
1. Interpretation
(1) In this Act a “body camera” is a device used to make a continuous audiovisual recording while worn overtly by a police constable.
(2) For the avoidance of doubt a body camera falls within the meaning of “surveillance camera technology” in the Protection of Freedoms Act 2012.
(3) A “victim of crime” has the same meaning as that given in the Victims Rights Act 2019.
(4) A “police constable” means—
  • (a) a member of a police force maintained under section 2 of the Police Act 1996,
  • (b) a member of the metropolitan police force,
  • (c) a member of the City of London police force or
  • (d) a special constable appointed under section 27 of the Police Act 1996.
2. Body Camera Standards
(1) A body camera must meet the inbuilt storage requirement; being able to store 16 8 hours of recording footage or more at the minimum resolution.
(2) A body camera must meet the pre-recording capability requirement; being able to record for 60 seconds prior to activation.
(3) A body camera must meet the battery runtime requirement; being able operate without recharging for 3 hours or more.
(4) A body camera must meet the frame rate requirement; being able to record at least 25fps.
(5) A body camera must meet the minimum resolution requirement; being able to record at 1024x768 pixels of resolution or better.
(6) A body camera must meet the illuminance requirement; being able to record a picture at a light intensity of 1lx.
(7) A body camera must meet the post-recording capability requirement; being able to record for 90 seconds after being disabled.
3. Exceptions and transitional arrangements pertaining to body camera standards
(1) Body cameras purchased prior to the commencement of this Act are exempt from the standards set in Section 2 of this Act for two years after such commencement, after which they must be immediately replaced with body cameras that do meet the standards set in Section 2 of this Act.
(1) Body cameras purchased prior to the commencement of this act are exempt from the provisions of section 2s body camera standards.
(2) Cameras that do not meet the body camera standards under section one must be replaced at a higher priority than other models.
(3) This section shall be spent 5 years after Royal Assent.
4. The body camera fund & institute
(1) The Body Camera Institute, herein referred to as the institute is established.
(2) The Body Camera Fund, herein referred to as the fund is established.
(3) The secretary of state may appoint members to sit on the institutes board whom it appears have relevant experience and having regard to the need to have a wide range of perspective and backgrounds represented on the board.
(4) The secretary of state may pay remuneration and expenses to members and expenses to the institutes board of an amount they deem appropriate.
(5) The secretary may provide money to the fund for use by the board.
(6) The purposes of the institute are to—
  • (a) generally manage the fund,
  • (b) provide grants to police forces within England and Wales to purchase body cameras that meet the section 1 standards;
  • (c) coordinate best practices in the use of body cameras with police forces within England and Wales;
  • (d) raise awareness about the public about their rights as—
  • (i) victims of crime;
  • (ii) members of the public;
With respect to body cameras;
  • (e) support academic research or pilot programs within police areas into innovations and data gathering in the area of body cameras;
  • (f) make recommendations to the Secretary of State about the code of practice for surveillance camera systems in respect of body cameras or statutory instruments to be made under this act;
  • (g) report annually to the Secretary of State about the proportionality of body camera use as a surveillance system.
(7) In this section the term “relevant experience” means experience in any of the following areas—
  • (a) judicial experience in areas of privacy law and police powers,
  • (b) policing;
  • (c) the handling of complaints into the use of police powers;
  • (d) the promotion of the right to privacy; or
  • (e) the promotion of welfare of victims of crime; or
  • (f) statistics.
5. Use of body cameras by police constables
(1) Police constables in uniform and on active duty must be equipped with a clearly visible working body camera.
(2) Police constables have a duty to turn on their body camera whenever they—
(3) The constable has a duty to as soon as is practicable in the circumstances of the case inform recorded persons that they are recording if the person—
  • (a) has a reasonable expectation of privacy; or
  • (b) that person is subject to any police powers;
and proof of the constable complying with the duty must be discernible in the recording.
(4) The constable has a duty to turn off a camera, if after informing a witness or victim of crime that they are being recorded, the person did not consent to be recorded.
(5) The constable is exempt from the provision of subsection (2)(a) in respect to any conversation with confidential informants.
(6) The constable is exempt from the provision of subsection (4) and (5) where the constable has, or forms a reasonable suspicion that in the process of the interview that a victim of crime, witness of crime, or confidential informant has committed or is in the process of committing a crime.
(7) If the constable forms a reasonable suspicion under subsection (7) the constable has a duty to if practicable resume the recording.
6. Right of Victims of crime to security
(1) In section 3 of the Victims Rights Act 2019 after (6)(b) insert—
(c) ensuring where that recording of victims of crime are published that the recordings are altered to anonymise the victim, unless such alteration would be antithetical to justice.
(2) Police authorities have a duty to alter before publication or dissemination, any recording of a victim of crime to provide them with anonymity if requested to do so by the victim of crime and such an alteration would not be antithetical to justice.
(3) Original unaltered copies should be retained in all cases and stored securely.
(4) Failure to meet duties under this section may incur civil liability.
7. Retention of recordings
(1) Recordings made using a body camera, having been made may be retained on a central server operated by the police authority or a combination of police authorities for a period of 60 days.
(2) If a recording is to be kept for a greater period than provided for in (1) or it’s previous retention period under this section has expired then, the purpose for retention for a further period of time no greater than 1 year must be assured by a police constable of at least the rank of Chief Inspector to be kept for the reason that it—
  • (a) is a recording subject to a complaint;
  • (b) is a recording of a constable using force;
  • (c) is a recording of an arrest;
  • (d) is recording has been requested to be retained by;
  • (i) a court;
  • (ii) a defendant or person acting on behalf of;
  • (iii) a prosecutor; or
  • (iv) is a recording that a police constable of at least the rank of Chief Inspector believes should be retained because it has evidentiary usefulness.
  • (e) is a recording of an act which the constable reasonably believes constitutes an offence under the Law Reform (Murder and Non-Fatals) Act 2019;
  • (f) there is an ongoing request to access the recording under section 7 of the Data Protection Act 1998.
(3) Any public authority holding a specific recording must not allow access to the specific recording for the purpose of deletion or alteration or the exercise of power to make decisions about retention, to any constable who themselves made that specific recording, regardless of rank.
(4) Any public authority holding recordings must have a policy to prevent unauthorised access.
(5) Any public authority making recordings must have a policy on the use of surveillance cameras generally.
(6) Any public authority making or holding recordings must have a published contact point for complaints and access to held information.
(7) Any access to recordings must also comply with the provisions of the Data Protection Act 1998.
(8) Failure to comply with this section may constitute liability for breach of privacy.
8. Use of retained recordings
(1) Recordings may be retrained for training purposes where privacy protections are achieved by the blurring of facial features.
(2) Adequate blurring of a video to the extent that an individual is no longer identifiable provides an exemption from subsections (5) or (6).
(3) No retained recording of an identified person not sentenced for an offence may be processed for any unlisted law enforcement purpose than
(4) No recording of an unidentified person who a Constable does not reasonably believe to have committed an offence may be processed for any unlisted law enforcement purpose.
(5) Where a recording previously retained for a legitimate purpose is deleted at a future juncture because it no longer meets the burden imposed by the legitimate purpose, all processed data extracted from the recording must also be deleted, including but not limited to images in facial recognition databases.
(6) Where an individual's conviction of an offence is overturned, all processed data must also be deleted, including but not limited to images in facial recognition databases.
9. Listed law enforcement purposes
A listed law enforcement purpose comprises;
  • (a) use as a training aid providing privacy is protected;
  • (b) use in the investigation of a complaint into a police Constable; and
  • (c) supply of a recording to the person of whom it was made where required and compliant with the Data Protection Act 1998.
  • (d) supply of a recording to one of the following persons or bodies for the purposes of justice;
  • (i) a court;
  • (ii) a defendant or person acting on behalf of; or
  • (iii) a prosecutor.
10. Offences
(1) A constable commits a level 1 offence if they record indiscriminately without having a reasonable belief that the recording is in compliance with a duty.
(2) A constable commits a level 1 offence if they record with or threaten to record with the body camera in circumstances where—
  • (a) they do not have a duty to record, and
  • (b) the recording—
  • (i) violates or would have violated a reasonable expectation of privacy, or
  • (ii) was intended to intimidate another person.
(3) A constable commits a level 1 offence if they repeatedly fail to comply with a duty under section 5(3) to inform about recording.
(4) A constable commits a level 1 offence if they fail to comply with a duty under section 5(4) in the absence of a reasonable suspicion under 5(6).
(5) A constable commits a level 2 offence if they intentionally fail to comply with a duty under section 5(2) or (7) or intentionally obstruct a recording.
(6) A constable commits a level 3 offence if they delete or alter a recording that has been cleared for retention or if they delete or alter a recording made by themselves or cause such an event to happen.
(7) A constable commits a level 3 offence if they tamper with the body camera to render it defective.
(8) It is a defence for a constable charged for failing to carry out a 5(3) or (6) that they were unable to make a recording because of poor equipment, a lack of equipment or defective equipment.
(9) A person or organization commits a level 1 offence if they deliberately access recordings without authorization and if they publish those recordings in social networks or mass media.
(10) A person, other than a constable, commits a level 2 offence if they tamper with the body camera to render it defective.
11. Sentencing
(1) A person guilty of a level 1 offence under this act is subject to a fine, or a court order rendering them unfit to serve as a police constable or both.
(2) A person guilty of a level 2 offence under this act is subject to a custodial sentence, a fine, a court order rendering them unfit to serve as a police constable, all three or some combination thereof.
(3) A person guilty of a level 3 offence under this act is subject to a custodial sentence, a fine, a mandatory court order rendering them unfit to serve as a police constable, all three or some combination thereof.
12. Court use and judicial directions
(1) The recordings made under this act may be used as evidence in any proceedings.
(2) In cases where recordings from body cameras are used, if a judge having formed a reasonable belief based upon the preponderance of evidence that a recording was intentionally—
  • (a) not captured,
  • (b) destroyed,
  • (c) altered, or
  • (d) obstructed in violation of this Act,
then the judge must instruct the jury to consider the violation in weighing the evidence, unless the crown provides a reasonable justification to the contrary.
13. Power to make statutory instruments
(1) Under this section the Secretary of State may make regulations for the use of body cameras by police constables or additional or more robust standards to be met by body cameras or policies by public authorities in respect to the use of body cameras and metadata, in addition to the provisions of this act.
(2) Such a statutory instrument would be subject to annulment in Parliament.
14. Consequential repeal
The Police Body Camera Act 2017 is repealed in full.
15. Commencement and transitional arrangements
(1) This Act apart from section 5(1) shall come fully into effect on the day it receives the Royal Assent.
(2) Section 5(1) shall come into effect 2 years after Royal Assent.
(3) Section 5 duties only apply to constables who are issued with body cameras until the commencement of 5(1).
16. Extent and short title
(1) This Act extends to England and Wales only.
(2) This Act may be cited as the Constable Worn Body Cameras Bill.

According to the flight instructor, they were practicing a simulated engine failure in the airport traffic pattern, when the airplane was about 300 ft above ground level, the pilot applied full power to go-around, but the engine did not respond and remained at a low power setting. The flight instructor took control of the airplane, but he was not able to increase engine power and the airplane continued to descend. The airplane touched down on the right side of runway 32, impacted a lighted taxiway sign box, veered sharply to the left and subsequently impacted the trees bordering the west side of the airport property.
Examination of the airplane by a Federal Aviation Administration inspector revealed that it sustained substantial damage to the fuselage and both wings. The cockpit and engine compartment were relatively intact.
The airplane was retained for further examination.

On August 27, 2020, about 1245 eastern daylight time, a Cessna 172P airplane, N65645, was substantially damaged when it was involved in an accident near Weston, Florida. The flight instructor and pilot receiving instruction were not injured. The airplane was operated as a Title 14 Code of Federal Regulations Part 91 instructional flight.
According to the flight instructor, after practicing holding maneuvers over the Everglades, he noticed that the engine oil pressure was "remarkably low" and the engine oil temperature was "a bit high." He took control of the airplane and flew east toward roadways in the event a forced landing became necessary. The engine then began to run rough, vibrate, and lost partial power. He determined the airplane would likely not reach the roadways and turned toward the Dade Collier Airport (TNT), Ochoppee, Florida, which was about 12 miles away. The engine then vibrated "incredibly" and lost all power. The flight instructor was unable to restart the engine and performed a forced landing into vegetation. During landing, the airplane flipped over and sustained substantial damage to the wings and forward lower fuselage.
Examination of the airplane by an Federal Aviation Administration inspector revealed that a coating of oil was present on most of the underside of the fuselage, and a hole was found in the engine crankcase near the base of one of the cylinders.
The airplane was retained for further examination.

On August 15, 2020, about 1600 eastern daylight time, a McSwain PA30 Superstol, N146BB, was substantially damaged when it was involved in an accident at a private airstrip near Clover, South Carolina. The pilot sustained minor injuries. The airplane was operated as a Title 14 Code of Federal Regulations Part 91 personal flight.
The pilot reported that he landed at a private, grass airstrip during the flight from York Airport (01SC), York, South Carolina to Gastonia Municipal Airport (AKH), Gastonia, North Carolina. He landed uneventfully and taxied for a takeoff to the northwest. During the initial climb, he noted that the airplane was not climbing as he expected. He maneuvered to avoid some trees; however, the airplane contacted the trees and he was unable to maintain control. The airplane crashed in a wooded area and he was met by first responders.
An inspector with the Federal Aviation Administration responded to the accident site and examined the wreckage. He reported that there was structural damage to the wings, fuselage, and empennage. There was no fire.
The wreckage was retained for further examination.

Facebook has repeatedly failed to act on evidence that political leaders around the world use the platform to manipulate voters, according to a memo by a former Facebook data scientist. In the 6,600-word memo, Sophie Zhang detailed examples of governmental leaders and political parties in Honduras and Azerbaijan creating fake accounts or misrepresenting themselves to sway the public, as well as evidence of coordinated campaigns to influence elections in India, Ukraine, Spain, Brazil, Bolivia, and Ecuador. Zhang attributed the failures she observed to a lack of resources and a company tendency to focus on global activity that posed public relations risks, rather than civic or electoral damage: “Facebook projects an image of strength and competence...but the reality is that many of our actions are slapdash and haphazard accidents.” We're not sure about that "image of competence," but the whole "prioritizing good PR over a functioning democracy" thing sounds about right.

On August 31, 2020, about 1900 eastern daylight time, a Piper PA-20-135 airplane, N7323K, was destroyed when it impacted trees and terrain near Luray, Virginia. The private pilot was fatally injured. The airplane was operated by the pilot as a personal flight conducted under the provisions of Title 14 Code of Federal Regulations Part 91.
According to a fixed-base operator (FBO) employee at Maryland Airport (2W5), Indian Head, Maryland who had discussions with the accident pilot, the pilot had arrived a day or two prior to the accident and stayed in the local area. The pilot was reportedly on a "tour of the 48" lower United States and several weeks ago he departed from California for the cross-country trip. On the afternoon of the accident, the pilot discussed with the FBO employee and other pilots at the airport, that he planned to depart for Eastern WV Regional Airport/Shepherd Field (MRB), Martinsburg, West Virginia.
The FBO employee reported that the pilot had been "waiting for the weather to clear" and he was looking at "storms" on his iPad along the route. The pilot was also reportedly concerned with the terrain and cloud ceilings along the route; his "biggest concern was [cloud] ceilings." The FBO employee reported that he and other pilots at the airport advised the pilot that he should not depart along the route, and when the FBO employee closed the FBO office and left the airport at 1800, the pilot had not departed.
According to Leidos Flight Service, there was no record that the pilot received a weather briefing on the day of the accident.
Review of preliminary Federal Aviation Administration (FAA) radar track data revealed that the accident airplane departed runway 20 at 2W5 at 1819. Figure 1 shows the airplane's complete flight track overlaid on a visual flight rules sectional chart. The red line depicts the airplane's westbound flight track.
At 1858:00 the airplane was flying westbound at an altitude of 4,500 ft mean sea level (msl) over the Shenandoah National Park with mountainous terrain that ranged in elevation from about 3,000 to 4,000 ft. About 15 seconds later the airplane began a descending and rapidly accelerating, left spiral turn that became increasingly tighter in radius. At 1859:32 the final recorded position indicated the airplane was headed 276, at 3,400 ft msl, at 134 knots groundspeed, and was about nautical mile east of where the main wreckage came to rest. Figure 2 shows roughly the final three minutes of the flight track. The magenta line represents the flight track and the white arrows denote the direction of travel.
The wreckage was located by hikers who were hiking off the Buck Hollow Trail in the Shenandoah National Park about 1100, on Wednesday, September 2, 2020. The pilot was not in communication with air traffic control at the time of the accident and no emergency locator signal was received from the airplane.
According to FAA airman records, the pilot held a private pilot certificate with a rating for airplane single-engine land. He did not hold an instrument rating. The pilot was issued an FAA third-class medical certificate July 18, 2018 where he reported a total of 4 hours of flight time.
According to a FAA inspector who traveled to the accident site, the main wreckage was located at the bottom of a steep ravine in heavily wooded terrain and scattered in a southerly direction. The elevation of the accident site was 2,300 feet. The cockpit, wings, and fuselage were heavily fragmented and were not easily identifiable to their original structures. The propeller had separated from its hub and was found in the debris field; it displayed significant s-bending, leading edge gouging, and chordwise scratching. There was no evidence of fire. The rudder remained attached to the vertical stabilizer and the left and right elevators remained attached to the horizontal stabilizer. The wreckage was retained for further examination.
Luray Caverns Airport (LUA), Luray, Virginia, was located about 9 miles west of the accident site, in a valley on the western side of the ridge relative to where the accident site was located. The 1855 recorded weather observation there included an overcast ceiling at 2,300 ft above ground level, visibility 7 statute miles, moderate rain, wind 360 at 4 knots, temperature was 19 C, dew point 19 C, and an altimeter setting of 30.01 inches of mercury. An AIRMET Sierra was in effect at the time of the accident for the route of flight warning of instrument flight rule conditions, precipitation, mist, and mountain obscuration.
